It's the same for 'smily' and 'smilly'; I would pronounce the first long and the second short. Maybe an alternative way of reaching a conclusion would be to see whether we can find another example of an adjective ending in -ey, since that would indicate precedent.

I hired Smiley Building Services for the renovation of my 3 bedroom Victorian house in South London and I am thrilled with the work they have done.
The project was large and included structural work, the installation of a brand new kitchen and two bathrooms as well as electrical work, plumbing, some carpentry work, plastering plus general decoration.
